Could anyone give me an idea where to find a standard regarding the construction of a new department that refers to uncovered pipes, etc? I have found the ones regarding ceilings, walls and floors, but we have a new area being put in and there are bare water pipes approximately 2-4 feet from the sterilizer door. Any help would be appreciated as quickly as possible.

Here is part of an AAMI section in ST 46. I would suggest you get the complete standard.

5.9.3.2 Storage facilities
Sterile materials should be stored at least 8 in to 10 in above the floor, at least 18 in below the ceiling or the level of the sprinkler heads, and at least 2 in from outside walls. The items should be positioned so that packaging is not crushed, bent, compressed, or punctured, and their sterility is not otherwise compromised. Medical and surgical supplies should not be stored next to or under sinks, under exposed water or sewer pipes, or in any location where they could become wet.

Notice the highlighted section . this should "cover" your concern.

I would also check this source. A copy of this manual is usally in your maintance departmetn or BioMedical. If not the person doing yur conctruction should have a copy of this. This is one of the "Bibles" used when building a new department along with the AAMi document.

AMERICAN INSTITUTE OF ARCHITECTS ACADEMY OF ARCHITECTURE FOR HEALTHCARE. Guidelines for
design and construction of hospital and health care facilities. Washington (DC): American Institute of Architects
Press, 2001.

I hope this helps answer your quesions.
